Faktor – Faktor Penyebab Konflik Agraria Antara Masyarakat Kelurahan Sari Rejo Kota Medan dengan TNI AU Lanud Soewondo

Abstract

This thesis is based this was behind the agrarian conflict that had occured between the Sari Rejo Village Community and the Air Force Soewondo Air Force Base. This thesis aims to described the factors that trigger land conflicts between the people of the Sari Rejo Village and the Indonesia Air Force Soewonondo Air Force Base. This is because some sections of Indonesia society also use land as a status symbols, so if their status is disturbed they do not hesitase to defend it. On the other hand, land as a source of life is increasingly limited. In other words, the increasingly limited existence of land can lead to conflict. This research used qualitative descriptive method. Data collection techniques in this study were interview techniques and library research. Based on the results of the research and discussion the main factors that cause agrarian conflicts are caused by overlapping land ownership which then result in mutual claims that lead to agrarian conflicts and the supporting factors include acts of violence from conflicting parties and the issuance of multiple agrarian document, all parties involved have made various effort including maing the goverment see to write off assets on the land and planning to move the Soewondo air base in the hope that this conflict can be resolved more quickly, apart from that other efforts that have been made are actively conducting dialogue and coordination with related parties for conflict resolution steps. However the deletion of theses assets is again an obstacle in resolving this conflict because the process of deleting these assets requires a long path and takes a long time, besides that acts of violence that have been committed by both parties have created new conflicts and made this agrarian conflict continue to be tense and hard to deal.
