dc.description.abstractThis research was motivated by the emergence of violations that occurred in the 2020 Toba Pilkada during the Campaign Stages. The findings of violations at the campaign stage in the 2020 Toba Regency Pilkada were found in one of the winning team of candidate pairs found to have committed violations during the campaign. This shows that the Toba Regency Bawaslu has the authority to follow up on violations that have occurred. For this reason, this study aims to find out and explain the effectiveness of the Election Supervisory Board in Servicing Election Violations Complaints in Toba Regency, as well as describe, explain in depth information about public views regarding the services of the General Election Supervisory Board in complaints of General Election violations in Toba Regency. (Case study: Toba Regent and Deputy Regent Elections in 2020 at the Campaign Stage). The research method used is a case study research method or a case study with a descriptive-qualitative approach. Data collection techniques were carried out through interview, observation, and documentation. The data obtained were then analyzed qualitatively in which the data were presented in a descriptive form by examining the data that had been collected which was supported by the results of interviews with James L. Gibson's theoretical approach including clarity of strategy for achieving goals, processes of analysis and formulation of solid policies, preparation of appropriate programs, and an educational monitoring and control system. The results of this study indicate that the Toba Regency Bawaslu in Serving Complaints of General Election Violations in Toba Regency (Case study: Election of the Regent and Deputy Regent of Toba in 2020 at the Campaign Stage) has been effective in providing services for complaints of general election violations in Toba Regency in 2020. In the dimension of clarity of strategy for achieving goals, the Toba Regency Bawaslu strives for superior and quality human resource capacity. Then in the dimensions of the process of analysis and formulation of solid policies, the Toba Regency Bawaslu creates an integrity zone in the Toba Regency Bawaslu area and enforces the applicable regulations. Then in preparing the right program, the Toba Regency Bawaslu has a program to facilitate services to the community in the form of monitoring corners and complaint posts as well as SISWASLU and SIPS which can be accessed through online media. Furthermore, on the dimensions of the educational supervision and control system. The Toba Regency Bawaslu conducted an MoU and cadre training for the community called SKPP. However, it can be seen that in its implementation there are still public complaints about the service for complaints of general election violations and the handling of election violations that have occurred. This is because the cycle of coaching, supervision, and control still fails to be implemented by the Toba Regency Bawaslu in holding general electionsen_US
