Analisis Peran Relawan Demokrasi dalam Meningkatkan Partisipasi Pemilih pada Pemilihan Umum Tahun 2019 di Kabupaten Samosir

Abstract

This thesis entitled "ANALYSIS of the Role of DEMOCRACY VOLUNTEERS IN INCREASING VOTER PARTICIPATION IN THE 2019 GENERAL ELECTION IN SAMOSIR REGENCY" was appointed by researchers because of the interest of researchers to find out the role of democracy volunteers based on KPU RI letter Number 32 / PP.08-SD / 06 / KPU / I / 2019 concerning the formation of Democratic Volunteers in the 2019 simultaneous elections dated January 9, 2019. In the 2019 election, the KPU as the organizer of the election had a tougher socialization challenge. This is due to the increasing complexity of the election. Voters will be faced with five types of ballots at polling stations used to elect the President and Vice President as well as members of the Indonesian Parliament, DPD RI, Provincial DPRD and district / city DPRD. It takes voters' accuracy to ensure the correct voting procedures at polling stations. More massive and intensive voter socialization and education are also needed to reduce the number of invalid votes or invalid votes in elections. Thus, Volunteer Democracy becomes a partner of the KPU in carrying out the agenda of socialization and education of district/ city-based voters. Democracy Volunteers are expected to be able to encourage the growth of high awareness and full responsibility of the community to exercise their rights in elections optimally. This research method is qualitatively descriptive, by presenting the facts found comprehensively through in-depth analysis. While data analysis techniques consist of data reduction, data presentation and conclusion drawing. The results of the research obtained, Samosir Regency Democracy Volunteers have carried out their role in the 2019 Election, namely conducting voter socialization and education, including by providing information about the implementation of elections and inviting people to become smart voters. The pattern of socialization carried out by Democratic Volunteers is quite different, this is based on the segmentation of community groups. In addition, there are several Democratic Volunteer Bases that have similarities or similarities in carrying out socialization patterns.
