dc.description.abstractThis study aims to determine the supervision of fertilizer distribution subsidized by KP3 (Fertilizer and Pesticide Development Commission) in Pangaribuan District, North Tapanuli Regency which focuses on monitoring techniques, namely direct supervision and indirect supervision, as well as knowing the elements that influence the supervision of subsidized fertilizer distribution. This type of research is descriptive with a qualitative approach. This study uses a qualitative descriptive research method. Data collection techniques are observation, documentation, interviews and secondary data and literature study. The informants used in this study were the Regional Secretary of North Tapanuli Regency as the KP3 secretary, the Agriculture Office of North Tapanuli Regency as the chief executive of the KP3, Subsidized Fertilizer Distributors in North Tapanuli Regency and Subsidized Fertilizer Kiosks in Pangaribuan District and the Pangaribuan Community. The results showed that the supervision carried out by KP3 was not optimal because: first, standards/targets had not been reached where fertilizer distribution was still not in accordance with applicable regulations such as the selling price of sauce exceeding the HET provisions, delays and fertilizer availability which did not meet farmers' needs, second, measurements are not routinely carried out on a regular basis but only when the fertilizer drops so that the data collection on fertilizer distribution is not optimal, thirdly, the comparison between the target and the realization of fertilizer in Pangaribuan District is not in accordance with the allocation or plan, namely 1811 tons from 1898 tons, fourth, there is no correction and action in overcoming obstacles found in the field such as delays, prices exceeding the HET and the lack of availability of fertilizers. This fertilizer problem occurs due to the lack of coordination of supervision between related agencies, and not yet optimal supervision or supervision from the Provincial and Central levels, and the lack of coordination of controls in solving existing problems.
