Abstract

This thesis examines financial and logistical governance in dealing with voting conducted by the General Election Commission (KPU) of Labuhanbatu Regency in the 2020 election of the Regent and Deputy Regent. for a chance to be re-elected. Of the various problems that arose during the 2020 regional head elections, an interesting phenomenon is the emergence of the Repeat Voting phenomenon in various regions. Labuhanbatu Regency is the only area that has conducted Voting up to two times. What this research wants to know is to find out how the process of financial and logistical governance was carried out by the Labuhanbatu KPU in carrying out the re-voting process which was carried out twice. This research method is descriptive qualitative, which presents the facts found comprehensively through interviews and in-depth analysis. While the data analysis technique consists of data reduction, data presentation and drawing conclusions. The results of the research obtained were that the financial and logistical governance carried out by the Labuhanbatu KPU in the 2020 election for the Regent and Deputy Regent went well, re-voting could be carried out efficiently, minimized the risk of errors, and increased public confidence in the democratic process. This ensures that the voice of every voter is respected and that elections are fair and transparent. Furthermore, this study recommends that the process of recruiting/screening TPS officers is based on good qualifications and experience in order to provide maximum and professional service in carrying out their duties. So that the re-voting process in Labuhanbatu Regency did not happen again even though there were no obstacles in its implementation and the management process in managing their finances and logistics went well.
