Resolusi Konflik Agraria antara Masyarakat dengan PTPN II di Desa Sena Kecamatan Batang Kuis, Kabupaten Deli Serdang

Abstract

This thesis discusses the resolution of agrarian conflicts between communities and PTPN II in Sena Village, Batang Kuis District, Deli Serdang Regency. This study aims to explain the stages of agrarian conflict resolution between the people of Sena Village and PTPN II and to describe the roles of the North Sumatra Provincial Government, PTPN II and the people of Sena Village in resolving agrarian conflicts. The type of research used is a qualitative research method and uses observation and interviews. The theory used is Agrarian Politics. The results showed that the land dispute settlement process between PTPN II and the Sena Village Community involved several important stages, such as problem identification, initial communication, selection of a settlement approach (such as mediation, conciliation, or negotiation), appointment of a mediator/conciliator/facilitator, mediation process/ conciliation/negotiation, reaching agreement, implementation, monitoring, and evaluation. The aim of this process is to reach a settlement that benefits both parties, maintain a good relationship, prioritize win-win solutions, creativity, efficiency, and provide satisfaction and involvement of the parties involved. This stage helps in understanding the problem, communicating effectively, finding mutually beneficial solutions, and ensuring implementation and monitoring of agreements.
