PT. PLN UP2D North Sumatra is responsible for maintaining a stable and
efficient supply of electricity in North Sumatra. PT. PLN UP2D North Sumatra uses work
success indicators such as Energy Not Served (ENS), System Average Interruption
Duration Index (SAIDI), and System Average Interruption Frequency Index (SAIFI) to
increase system reliability. Based on the Company's Work Plan and Budget (RKAP) for
2023, PT.PLN UP2D North Sumatra will install 150 new Load Break Switch (LBS) units
in 5 UP3. However, in previous years the decision making regarding the spread of LBS
and determining the priority of feeders had not used a clear and tested method. This study
uses the Analytic Network Process (ANP) method and the Technique for Order of
Preference by Similarity to Ideal Solution (TOPSIS) as optimization in decision making
to determine the priority of feeders. This study also involved 397 alternative feeders with
a plan to install 150 LBS units. There are seven criteria used in the installation of the
LBS, including ENS, SAIDI, SAIFI, feeder load, network length, frequency of
interruptions, and number of customers. The results of the study concluded that the 124
feeders with the highest performance scores would be prioritized to install 150 new LBS
units. Thus, the application of the ANP-TOPSIS method was successful in optimizing
decision making in determining priority feeders to install new LBS
