    Abstract
    Soil is the basis of a construction that supports the building on it. In construction, especially on clay soil, it often causes various problems. And in the construction process, it is common to find land excavated from construction that is not used. One problem that is often encountered in clay is shrinkage. This causes clay soils to have low stability and have a low environmental carrying capacity. This can be overcome by lightweight materials that use soil materials in their manufacture. The resulting lightweight material has a low density so it will not burden the soil beneath it. This study aims to use soil that has detrimental properties, namely shrinkage as a mixture for making lightweight concrete. This research uses local soil of the type of clay (clay) originating from the District of Lima Puluh. In its implementation, first stage of the test specimens was made to overcome the problem of shrinkage in the soil. Mechanical stabilization was carried out using insert material in the form bottom ash (BA). Bottom ash (BA) is added with a ratio 45% of bottom ash (BA) and 55% soil with variable code V3-A. The shrinkage problem has been resolved this can be seen by the absence of cracks on the surface of the mixture after the drying process. Then the second stage of the test specimens was prepared by mixing V3-A, cement (OPC), water, additional ingredients, blowing agent, and rubber bitumen emulsion with levels of 5%, 10% and 15%. Based on the test results test result of lightweight concrete, it was found that the highest compressive strength value was owned by the lightweight concrete with a rubber bitumen emulsion content of 10%. From the results of measurements of compressive strength and specific gravity, it is known that the resulting lightweight concrete has. complies with national standards in the guidelines for the implementation of foam mortar material piles for highway construction in 2015, the minimum compressive strength value for the foundation layer material is 0.8 MPa with a specific gravity 0.8 gr/cm3. As for the quality of water absorption, it is classified as high with an absorption rate
