    Abstract
    This research discusses the Gerakan Parengge-rengge Siantar. The purpose of the research is to find out the beginning of the formation of the 1998 Gerakan Parengge-rengge Siantar, how the Gerakan Parengge-rengge Siantar took place in 1998, explain how the Gerakan Parengge-rengge Siantar ended. The research method used by the author is the historical method which consists of 4 stages, namely heuristics (data collection), criticism (the process of evaluating each existing data), interpretation (interpreting data), and the last is historiography (the process of writing history). The Siantar Parengge-rengge movement was formed because of the problems faced by traders, namely the government's policy to build green open spaces at Pajak Horas into new kiosks. The development is detrimental to traders, apart from losing green open space for air circulation, the development also creates new competition. With the help of students, the Gerakan Parengge-rengge Siantar was formed, which was carried out by mobilizing traders, meeting, and forming a movement committee. The goal of this movement is to stop the construction of new kiosks in the green open space of Pajak Horas. The obstacles experienced by this organization are intimidation and lures from the government to students and traders. Intimidation was used to get students and traders to stop the movement. After a threeyear struggle with various efforts such as negotiations between traders and the government but did not produce an agreement and the construction continued, so that several protests were carried out and the most peak action carried out by traders and students was a two-day trade strike and taking action on the streets. The strike had an impact on the wider community, causing concern in the community. Finally, the government held discussions with representatives of traders and students, so that an agreement was reached. With the government's approval, the construction was stopped.
