Model Pengembangan Wisata Bencana Berbasis Kearifan Lokal (Kasus di Kabupaten Karo, Sumatera Utara)

Abstract

Tourism and disasters, which are usually associated with a pattern of parasitism symbiotic relationships, actually have the opportunity to be developed towards mutualism in the umbrella of disaster tourism. In this study, the Sinabung eruption in Karo Regency became the focus of the study. This study aims to analyze: (1) local wisdom in Karo Regency related to the management of the Sinabung eruption; (2) disaster tourism landscape management model based on local wisdom in Karo Regency; and (3) disaster tourism development strategy in Karo Regency. The method used in this study is qualitative with an interactive model and combines several units of analysis based on the main theory used for each problem formulation. The results of research related to local wisdom have mapped the form of local wisdom in each phase of disaster management for the category of local wisdom related to peace and prosperity. This research has also produced landscape designs for 5 disaster tourism attractions in Lau Kawar Lake, Ghost Village (Sigarang-garang), Sinabung Volcano Observation Post, Siosar area, and Lingga Village. As for the development strategy of disaster tourism, it is written in the form of a strategic architecture after going through multi-analysis: PEST analysis, Porter's diamond model, SWOT analysis, Ansoff Matrix and strategic architecture. The strategy for developing disaster tourism in Karo Regency can be carried out with several strategies such as: utilizing the attraction of Sinabung to increase tourist visits through the design of disaster tourism packages and making virtual disaster tourism tours based on local wisdom.
