Abstract

Conflict is a process of conflict between one individual and another with the aim of bringing down the weaker one. Conflict management is a series of systematically organized activities aimed at preventing problems, and post-conflict recovery. Conflict management and national vigilance form a community early vigilance forum (fkdm) as a forum for capturing and receiving information from the community which is a partner of Kesbangpol that connects the government with the community. The purpose of Early Vigilance includes detecting, identifying, assessing, analyzing, and presenting information in order to provide early warning to anticipate various potential ATHG. Access to this information is a relationship between individuals, groups or certain agencies that can provide data and information for the benefit of early detection and prevention tasks. To increase the role of local government and community participation in maintaining the stability of security and public order in the region, the National and Political Unity Agency of North Sumatra Province established the Communication and Information Center (PUSKOMIN) to become an accountability media that contains information about daily activities in the City District.
