Evaluasi Sarana Dan Prasarana di Dinas Perpustakaan Kota Binjai Berdasarkan Standar Nasional Perpustakaan Umum Kabupaten/Kota 003:2011
Abstract
This study aims to unveil the evaluation of facilities and infrastructures based on the National Standard for Regency/City Public Libraries 003: 2011 at the Binjai City Library Service. This descriptive qualitative study used observation, interview and documentation data collection techniques. Interviews were conducted with informants who had been selected using purposive sampling techniques. Facilities and infrastructures based on the National Standard for Regency/City Public Libraries 003: 2011 consist of five indicators, namely buildings, location and/or land, library space, service facilities and work facilities, and the provision of internet computers. The results of this study indicate that the Binjai City Library Service implementation is in accordance with the standard, and some are not following the National Standard for Regency/City Public Libraries 003: 2011. Indicators that have complied with standards such as 1) building planning, permanent and equipped with public facilities; 2) located in a location that is accessible to the community, under the ownership of the city government, clear legal status and away from disaster-prone locations; 3) provision of internet computers with the requirement to provide one unit of computer. The indicators that are not in accordance with standards include 1) the building area is at least 0.008 m2 per capita multiplied by the population, health standards, safety, comfort, tranquillity, beauty, fulfilling aspects of technology, ergonomics, environment, effectiveness, efficiency, adequacy and floor construction; 2) reading rooms are not spacious, prayer rooms and function rooms do not exist; 3) the number of furniture that does not meet the standards; 4) the library has not switched to e-library (digital library).
