This study aims to discover the competencies possessed by Reference service librarians at the Library and Archives Service of North Sumatra Province. This study used a qualitative approach. The methods used in this study were a descriptive analysis and qualitative approach, which shows the information obtained orally or in writing that describes the situation and conditions in the Reference service at the Library and Archives Service of North Sumatra Province. The data collection technique was done by interviewing library users and librarians in the Reference service. The type of data used in this research is primary data; in this case, the data used is directly obtained through information sources. The data analysis techniques used were data reduction, data presentation and conclusion drawing. The results of the research obtained are 1) Access competence: it is found that some librarians are less responsive, less active, and slow to respond in serving visitors; 2) Knowledge competence: some librarians still stutter when they were asked by visitors, and have not joined a particular Reference service organization; 3) Marketing competence: the librarians had spread writings and invited people to come to the library, did marketing to schools and conducted mobile libraries; 4) Collaboration competence: the Reference librarians’ works are still not optimal because some Reference librarians guided users; 5) Evaluation competence: it is found that in terms of analyzing, the Reference librarians first analyzed information needs and then were directed to ask other Reference librarians according to the needs of the users, and in the evaluation of interface communication, the librarians in determining alternative resources started by determining them first.
