    Abstract
    The practice of exploiting street children beggars is almost universal in Indonesia, especially in big cities such as Jakarta, Bandung, Semarang, Surabaya, Denpasar, Ujung Pandang and Medan. The activities they do include shining shoes, selling newspapers, selling packaged food and drinks, begging, busking and so on. In fact, various policies have been implemented by the government to tackle the problem of beggars, including street child beggars, whose numbers continue to increase, such as in the city of Medan. Therefore, this research is aimed at evaluating the Medan City Government's policy in Regional Regulation Number 6 of 2003 concerning the Prohibition of Homelessness and Begging and Immoral Practices in Medan City. To analyze the practice of exploiting street child beggars, the existence of actors involved in exploiting street child beggars and evaluating policies prohibiting the exploitation of street child beggars, as well as finding a collaborative policy model for overcoming the exploitation of street child beggars in Medan City. This research uses a qualitative approach with data collection techniques of observation, interviews, FGD, literature study, data analysis techniques through data reduction, data presentation, and drawing conclusions. The results of the research show that exploitation of street children beggars still occurs in Medan City, even though Regional Regulation Number 6 of 2003 has been in effect for 18 years. The practice of begging is carried out under the coordination of the actors by busking, dancing while dancing using clown accessories, offering products in the form of paper tissues, mineral drinks, tojin nuts and cigarettes to vehicle drivers. Its spread is increasingly expanding to community housing. In reality, after being analyzed using the policy evaluation model (Dunn, 1994), it shows that it is not going well according to the analytical indicators and its implementation is still sporadic, not comprehensive, there is sectoral egotism, and it is even found that there is exploitation of street children beggars across government boundaries by covert operatives who hinder the eradication of street child begging so that collaboration is needed between horizontal and vertical agencies, between regional governments and the community as well as the business/private world in Medan City and its surroundings. A Collaborative Model to tackle the exploitation of street children beggars in a comprehensive and sustainable manner that includes activities in forming joint policies and regulations and, enforcing laws and developing foster homes with a local wisdom perspective.
