Analisis Masyarakat Penerima Manfaat Program Keluarga Harapan (PKH) di Kota Tebing Tinggi

Abstract

This research discusses the analysis of the beneficiaries of the Family Hope Program (PKH) in Tebing Tinggi City. By examining the phenomenon of well-off people as beneficiaries of the family hope program. This study aims to determine the factors that cause well-off people as recipients of PKH social assistance. By using Alfred Schutz's theory which focuses on the because motive and in order to motive in analyzing the background of non-targeted assistance. The research method used is descriptive with a qualitative approach. The data collection techniques used were observation, interviews and documentation. The data analysis used is the Milles and Huberman model, namely by data reduction, data presentation and conclusion drawing or verification. The results of the study found that the factors that cause the community to be able to receive social assistance are: (1) because motive because of uncertain economic conditions leading to termination of employment, and because of social conditions with the existence of social stigma by assuming that social assistance from the government is the right of all people as long as they meet the requirements, it was also found that another cause motive was that the assistance was not on target because the initial data collection of prospective PKH participants was carried out by the data collectors or urban villages dishonestly, and (2) in order to motive that there was a goal of interest that resulted in non-renewable data, for reasons of money the community did not want to stop.
