    Abstract
    This study aims to analyze the communication strategy used by the Office of Women's Empowerment, Child Protection, Population Control and Family Planning (DP3AP2KB) in handling stunting cases in the Banda Aceh City area. This research also aims to analyze the inhibiting and supporting factors of the communication strategy applied. The theories and concepts used in this research are communication strategies related to planning and implementation starting from strategic steps as put forward by Anwar Arifin. The research uses a qualitative research method with a descriptive approach. Researcher employs data collection techniques through unstructured interviews, non-participant observation and documentation. Total number of the informants in this study is four people who are directly involved and fully involved in the implementation of handling stunting cases. Data validity researcher uses three source triangulation informants. Researcher employs the Miles Huberman and Saldana data analysis method which includes data condensation, data presentation (data display), and then drawing conclusions. The results of this study show that DP3AP2KB applies a communication strategy through a collaborative communication approach, using various communication methods and channels, collaborative communication includes government communication, interpersonal communication, development communication and family communication. Communicators who act directly are the stunting reduction acceleration team and the family assistance team as the main actors in socializing and educating related to stunting, the target group is generally the village community and the priority target group is families at risk of stunting, the messages designed are informative, persuasive, educative, and coercive. The implementation method is carried out in the village community group with the brainstorming method while in the priority group of families at risk of stunting is assistance through a family approach, as an educational medium in increasing the knowledge and awareness of the target group using MCH books and booklets. The communication barriers found in this study are physical. language, anthropological, seman,tic psychological, economic, and gender barriers. However, supporting factors included the existence of regulations from the Banda Aceh City Government and the involvement of all parties from the local government Level to the village government.
