Stunting is the second target of sustainable Development Goals (SDGs) which is to create a World free from hunger with the prevalence Indicator of stunting (short and very short) in under five-year old children and the achievement target of l4 percent in 2024. If the problem of stunting is not cured, it can hinder sustainable development. Therefore, a breakthrough in solving the problem of stunting and a sustainable health service is required. The number of stunting cases in Humbang Hasundutan regency is in yellow status with a prevalence number of 26.7 percent This correlates with less optimal conduct of health promotion in treating stunting in Humbang Hasundutan. The research aims to explore the phenomenon of stunting treatment viewed from the perspective of health promotion in Humbang Hasundutan regency. This is qualitative research that employs an explorative approach and in-depth interviews with 10 informants. The research results are analyzed using the content analysis method. The result indicates that the advocacy has gained political, policy, and social support. Conducive environment building conducted has led to good collaborations with social figures, Non-Government Organizations, and business actors have been created although they are not maximal and still limited. Community empowerment is not conducted optimally because the community is not active in empowerment activities except Posyandu (Integrated Health Services Post) whose utilization has been increased. Based on the research resuls, it can be concluded that the phenomenon of stunting treatment viewed from the perspective of health promotion is not optimal. Therefore, it is recommended that the government of Humbang Hasundutan regency increase its coordination and maximize the facilities and infrastructure to accelerate the reduction of the stunting case. It is also recommended that Stunting Reduction Acceleration Team (TPPS), healthcare workers, and local government keep their commitment to carry out and maximize the health promotion strategies.
