Analisis Proses Pemutakhiran Data Pemilih pada Pemilihan Kepala Daerah Kota Medan Tahun 2020

Abstract

Voter data is an important element in organizing General Elections/Elections. As an election/Election organizing institution, the KPU is tasked with leading and supervising every stage of the Election/Election, including updating voter data. However, updating voter data is often a problem in elections. This research aims to describe the process of updating voter data in the 2020 Medan City Regional Head Election and analyze the implementation of the policy for updating voter data in the 2020 Medan City Regional Head Election against the Laws and Regulations of the General Election Commission, using Van Meter's policy implementation theory and Van Horn. This research uses descriptive qualitative methods. Data collection techniques are carried out using in-depth interviews and documentation that is relevant to the research topic. Data analysis uses Miles and Huberman techniques, including; data reduction, data presentation, and drawing conclusions. The research results show that the process of compiling and/or mapping TPS in the 2020 Medan City Regional Head Election was not optimal, making it difficult for Voter Data Updating Officers (PPDP) to carry out Coklit; implementation of Coklit that deviates from Coklit guidelines and procedures; and the preparation of the Coklit voter list, both of which result in voter data not being up to date. This is influenced by the difficulty of understanding the sentences in the KPU Law and Regulations, the recruitment process and PPDP human resources, communication between implementing agencies that is uneven and consistent, the disposition or attitude of implementers that deviate from the applicable provisions and regulations, as well as the social environment and politics.
