Demokrasi Deliberatif dalam Pembangunan Desa (Analisis Musyawarah Perencanaan Pembangunan (MUSREMBANG) Desa Hutabolon, Kecamatan Pangururan, Kabupaten Samosir)

Abstract

This article aims to review deliberative democracy at the local level which is framed in musrenbang in the local village domain. The aim of the research carried out was to determine the deliberation process of village development planning through the implementation of musrenbangdes in Hutabolon Village, Pangururan District, Samosir Regency. The research method uses a qualitative method approach using descriptive research type. This research also uses primary data sources, namely interviews and observations and secondary data, namely documentation related to the results of the Hutabolon village musrenbang. The research results show that deliberative democracy in the implementation of the Hutabolon Village Development Planning Conference was quite well established by involving and providing opportunities for village communities to participate in planning village development planning through public spaces in the Musrenbangdes stages. And at the implementation stage it went quite well, shown by the large number of participants and suggestions given during the deliberations. The research suggestion is that it is hoped that the village government as the leader of village development will be able to align the deliberation process in every public space for development planning in a good and balanced manner and will be able to increase community involvement and role in decision making in village development planning.
