    Abstract
    This study aims to identify how the implementation of the smallholder oil palm replanting program assistance and identify how the achievements of the smallholder oil palm replanting program activities in the research area. The analysis method used is a descriptive method with the CIPP model. The results show: that the implementation of the assistance for the smallholder palm oil replanting program (PSR) is in accordance with the guidelines for the implementation of the juknis/SOP with the reality on the ground in the implementation of the smallholder palm oil replanting program (PSR) with a presentation of 75%. Judging from human resource development, research and development, rejuvenation, facilities and infrastructure, to whom funds are given, requirements that must be met, assistance, monitoring and distribution of funds. And using the CIPP model shows that Context: smallholder oil palm replanting programs are relevant to regional conditions and policies as well as farmers' needs and encourage smallholder independence; Input: The program can be achieved by adequate human resources, facilities and infrastructure, supported by a technical team with division of labor and budget availability; Process: The implementation of the PSR program has been achieved, which is seen from guidance in the form of socialization and mentoring, supervision/monitoring carried out by the person in charge and Product: The achievement of the program that has been achieved is a change in the attitude of smallholders towards the PSR program and better growth of oil palm plants.
