    Abstract
    After Soeharto did not serve as President in Indonesia, several political restorations were carried out, one of which was the implementation of Regional Autonomy, in this new system the people were given the authority to elect their own regional leaders through Regional Head Elections (Pilkada), it turned out that in the process, many leaders were not confident in themselves so they did The modus operandi of exchanging people's votes for money or things that have the potential to become money, such as jobs, government assistance, and assistance to community organizations, all of this is called political clientelism by political scientists. The author saw initial indications of this practice carried out by the Syahrial-Waris couple during the 2020 Tanjungbalai regional elections. Therefore, the author was interested in researching clientelism practices by this couple during the 2020 Tanjungbalai regional elections. This research used qualitative methods and was a case study type, as well as collecting information by in-depth interviews by determining informants with purposive samples. In this research, it was found that clientelism politics was carried out by the Syahrial-Waris pair in the 2020 Tanjungbalai regional elections, namely through money politics mobilized by the Head of the Environment, the mobilization of community organizations such as Pancasila Youth and Pujakesuma, as well as the direction of the State Civil Apparatus. Because of this practice, the Syahrial-Waris pair effectively won the 2020 Tanjungbalai Regional Election. The main difference in this research in Tanjungbalai is that the Golkar Party actively participated in driving clientelism by deploying neighborhood heads to carry out clientelism, in contrast to research by other political science scholars who consistently saw that political parties are only toll gate keepers, while clientelism is carried out by candidate pairs and their success teams.
