Penerapan Standar Nasional Perpustakaan Nomor 8 Tahun 2017 pada Perpustakaan Umum Kota: Studi Komperasi Antara Dinas Perpustakaan dan Kearsipan Kota Tebing Tinggi dan Dinas Kearsipan dan Perpustakaan Kota Pematangsiantar

Abstract

The research aimed to determine the implementation of National Library Standards Number 8 of 2017 in the Municipal Library between the Tebing Tinggi Library and Archive Agency and the Pematangsiantar Library and Archive Service. This was a comparative descriptive research. The determination of informants was carried out using a purposive sampling technique. The informants consisted of a sub-coordinator of library services and collaboration, librarian, financial administrators, head of general and personnel sub-division, as well as Senior Trainer Librarian I, Senior Trainer Librarian II, financial administrator, and an infrastructure administrator. The data were collected through observation, interviews, and documentation. The research findings show that the implementation of National Library Standards Number 8 of 2017 in the Tebing Tinggi Library and Archive Agency and the Pematangsiantar Library and Archive Service has seven categories, namely; 1) the collections in both libraries have referred to the guidelines; 2) The two libraries' infrastructure does not entirely follow the guidelines, including the building area and special library facilities; 3) library services at both libraries meet the standard; 4) the library staff at the two libraries do not fully comply with the guidelines, including the head of the library who does not have library expertise, and the librarians and staff at the Pematangsiantar library are not fully qualified in the relevant field; 5) the library management at the Tebing Tinggi library is fully under the guidelines, while the Pematangsiantar Library does not strictly adhere to the rules, including the organizational structure that does not refer to the National Library Regulation Number 10 of 2016; 6) The library management in both libraries meets the standard. In conclusion, the Tebing Tinggi Library and Archive Agency is better than the Pematangsiantar Library and Archive Agency in terms of library staff.
