Peran Perhutanan Sosial dari Perspektif Ekonomi, Sosial, dan Lingkungan (Studi Kasus Kelompok Tani Cinta Mangrove Kabupaten Batubara, Provinsi Sumatera Utara)
The Role of Social Forestry from an Economic, Social and Environmental Perspective (Case Study of KTH Cinta Mangrove, Batu Bara District, North Sumatra Province)
Abstract
Social forestry is an agenda formed by the government to be able to prosper the people around the forest by providing legality for forest area management. Community Forestry is one of the social forestry schemes in which communities are given management rights over forest areas. This research was conducted in Gambus Laut Village and Perupuk Village, Lima Puluh Pesisir District, Batubara Regency. The study aims to determine the role of social forestry from an economic, social and environmental perspective. Data collection was carried out using observation methods, literature studies, interviews, questionnaires and documentation. Data analysis was carried out using the formula benefit cost ratio, net present value, and internal rate of return for an economic perspective, descriptive analysis for a social perspective and descriptive analysis and land cover analysis for an environmental perspective. The results of the research show that social forestry with a community forestry scheme that is carried out by giving access to forest management to people living around the forest can actually provide benefits from both economic, social and environmental aspects. Social forestry from an economic perspective plays a role in increasing the income of members of the Cinta Mangrove farmer group by opening up new jobs after the formation of the Social Forestry Business Group (KUPS). Social forestry from a social perspective plays a role in implementing changes in the behavior of communities around the forest from those who initially carried out illegal logging to selective logging and replanting, then opening up new business opportunities that can reduce the problem of conflict resolution. Social forestry from an environmental perspective plays a role in increasing the number of trees and the area of mangrove forest land cover by 3% after the issuance of a social forestry decree (SK). Social forestry programs can reduce the rate of forest deforestation.
