    Abstract
    Human resource (HR) discipline and competence are two key aspects that are interrelated in improving organizational performance. HR discipline includes adherence to rules, work ethics, and individual responsibility for their duties. Meanwhile, human resource competencies include the skills, knowledge and attitudes required to perform tasks effectively. The importance of discipline lies in its ability to create a work environment that is organized, productive, and has integrity. Strong discipline can reduce rule violations, improve efficiency, and build a positive organizational culture. On the other hand, human resource competencies play a crucial role in meeting the challenges and demands of the job. Employees who have relevant skills and knowledge can make maximum contributions to the achievement of organizational goals. This study investigates the relationship between discipline and human resource competencies in the context of human resource issues in the Supervision and Budgeting Facilitation Section of the Medan City DPRD. The results show that poor implementation of discipline and human resource competencies can cause problems with employee performance, and vice versa. Therefore, organizations need to integrate strategies for implementing good human resource discipline and competence to achieve optimal performance. This research provides an in-depth look at how the inappropriate role of HR discipline and competence can have a negative impact on organizational productivity, innovation and sustainability. Practical implications of the findings are also discussed to help organizations develop effective strategies in managing and enhancing the potential of their human resources.
