The PPKB (Population Control and Family Planning) Service is an agency tasked with controlling the population, starting from teenagers to the elderly. In order to prevent stunting, this department has created a prospective bride and groom examination program to see the risks of the bride and groom. The Tebing Tinggi City PPKB Service has partnered with several agencies to carry out post-wedding examinations of prospective brides and grooms. This program is expected to be able to reduce the level of couples who are at risk both in terms of health and psychology before marriage so that guidance can be carried out. This examination includes several criteria, including the age of the bride and groom, psychological tests, health tests (physical, risk of HIV/AIDS, risk of diabetes, risk of hypertension, and risk of other diseases), and drug tests. In developing this system, the CF (Certainty Factor) method is used which is implemented in a web-based application. The architecture used in the CF method consists of several data including disease symptom data, disease type data, and expert weighting values for each symptom of a disease. The symptom data used was 92 disease symptoms and 21 types of disease. Models built and trained with expert knowledge and weights given by experts to determine the likelihood of prospective brides and grooms. The calculation results from the model are in accordance with the manual calculations carried out, as well as the results of trials and implementation on 20 prospective brides and grooms and obtained 18 results that matched between the model and the expert or 90% and 20% that did not match. This model is implemented in a web-based application to make registration and inspection easier for prospective brides and grooms.
