Pengaruh Pembangunan Kawasan Ekonomi Khusus Sei Mangkei pada Persepsi Masyarakat Lokal terhadap Masyarakat Pendatang di Kampung Keramat Kubah

Abstract

Sei Mangkei Special Economic Zone (SEZ) is one of the industrial estates located in Bosar Maligas District, Simalungun Regency, which consists of various types of processing plants contained therein. The various processing plants are PT Unilever, PT Aice, PT Alliance and PT Industri Nabati Lestari. From the various processing plants in the Sei Mangkei SEZ, it is enough to provide a change in the positive and negative influence on local communities in Keramat Kubah Village. The purpose of this study is to see how the impact of the Sei Mangkei SEZ on local communities in Keramat Kubah Village after its establishment as an industrial area. The research method used in this research is qualitative research method. With data collection techniques, namely interviews, participatory observation, documentation, and also literature studies. The results of this study show that local communities in Keramat Kubah Village experience and feel the influence of the development of the Sei Mangkei SEZ industrial area on their lives. The influence are in the form of: impacts on the economy, road infrastructure development, to the development of educational facilities. The iinfluence caused affects the assessment and perception of each local community in Keramat Kubah Village, where the community assesses and provides positive perceptions and negative perceptions based on what they feel. In addition, the positive perceptions felt by local communities are: the development of the Sei Mangkei SEZ industry can create business opportunities, employment opportunities, reduce unemployment and change mindsets. However, there are also negative perceptions arising from the development of the Sei Mangkei SEZ, namely, the local community considers that the immigrant community working in the industrial area is a source of problems due to the bad habits of the immigrant community consuming alcohol to the downfall of consciousness, and causing a social conflict because they do not maintain politeness and peace so that the immigrant community gives a harsh word to the local community in the Keramat Kubah Village. This study expects future researchers to deepen and expand research on local communities from the impacts caused by the development of the Sei Mangkei SEZ.
