Proses Sewa Menyewa Lahan Kemenyan Petani Desa Huta Paung dalam Mitra Kerja Terhadap PT. TPL (Studi Kasus Tombak Simonggo)

Abstract

The purpose of this study examines the process of leasing frankincense land of Huta Paung Village farmers in a working partnership with PT TPL (Tombak Simonggo case study). The focus of this thesis is on the management of frankincense forests, the mechanism for leasing Tombak Simonggo frankincense land, the decision-making factors for leasing frankincense land, the leasing process contained in the contents of the land lease agreement, the rental fee received by frankincense farmers in leasing their land to TPL, and the profit and loss in leasing the land. Seen from the point of view of each farmer has a different opinion in renting out their land, which in this difference there are two (2) influencing factors. This research method uses qualitative methods. Using data collection techniques in the form of, selection of informants, interviews, has 14 informants, 12 frankincense farmers who lease their land, 1 frankincense farmer, and 1 Huta Paung Village government (Chairman of BPD). Key informants in this study are frankincense farmers who lease their land based on knowledge of the contents of the agreement, rental fees, approaches to PT TPL, and have sufficient information for this research data. The results of this study indicate that there is a true lease of partner land by frankincense farmers in Huta Paung Village with PT TPL which has been established for approximately 10 years. This land leasing process is related to the conflict that has occurred between the Tombak Simonggo frankincense farmers and PT Toba Pulp Lestari. For each leased land area ranging from 1-11 hectares. The analysis of the land leasing process is related to the conflict that has occurred between the Tombak Simonggo frankincense farmers and PT Toba Pulp Lestari. This happened one of them because of the community's fear of conflict again against PT TPL and unilateral land taking by PT TPL. The conclusion of this research shows that frankincense farmers who lease their land to PT TPL feel lost. Starting from, the wages given are not worth it, the wages given are often late, there is a game of group leaders in giving wages, and damaging frankincense trees and sap products. The farmers also expect attention to frankincense farmers, to protect and preserve frankincense trees. Not only that, frankincense farmers have high hopes for the government to carry out frankincense nurseries, so that they can be replanted in the forest.
