Analisis Ability to Pay dan Willingness to Pay Pengguna Bus Trans Metro Deli

Abstract

The TEMAN Bus program is a program launched by the Ministry of Transportation on the basis of developing an urban mass public transportation system as the government's effort to increase the share of public transportation in several large cities in Indonesia. TEMAN Bus was also present in Medan City, Medan City in November 2020 under the name Trans Metro Deli. After running for approximately 2 years, on September 13 2022, regulations regarding the determination of the TEMAN Bus fare were officially issued, namely IDR. 4,300,- per person which is valid as of 31 October 2022. To find out whether the Trans Metro Deli Bus fare is in accordance with the passenger's ability, research was carried out on the Ability to Pay and Willingness to Pay of Trans Metro Deli Bus users. The following will also be compared with the Vehicle Operational Costs from Trans Metro Deli Bus. This research was conducted using survey and direct observation methods. Primary data was obtained by distributing questionnaires to five Trans Metro Deli Bus corridors, with a total of 100 respondents per corridor. Secondary data includes data on the number of passengers obtained from PT. Medan Bus Transport as operator and Vehicle Operational Cost data obtained from interviewing pool employees and previous research data. ATP and WTP data are then processed using the household budget method, while vehicle operating costs are processed using the Ministry of Transportation method. Based on the research results, it was found that there were differences in the Ability to Pay, Willingness to Pay and ehicle Operationg Cost values in each corridor. Ability to Pay K1M value is Rp. 5,110, K2M Rp. 4,960, K3M 4,781, K4M Rp. 4,260, and K5M Rp. 4,848. Willingness to Pay K1M value is IDR. 4,382, K2M Rp. 4,441, K3M 4,375, K4M Rp. 4,466, and K5M Rp. 4,295. Vehicle Operating Cost K1M value is Rp. 5.920, K2M Rp. 5.433, K3M 12.965, K4M Rp. 10.370, and K5M is Rp. 5.358.
