    Abstract
    Limited government budget in managing paving conditions causes the government to compile a priority ranking of road sections to be handled. Each decision maker has a different assessment for each factor or criterion that is taken into consideration for road prioritization. This problem requires the same perception from decision makers in prioritizing road handling. Prioritization with more than one criterion can be done using Multi Criteria Decision Making (MCDM) analysis. Furthermore, an alternative method of MCDM analysis that is commonly used is the Analytical Hierarchy Process (AHP), this study seeks to get priority handling of provincial roads in North Sumatra Regency / City with a total of 19 provincial roads from Deli Serdang district, Medan city limits, Serdang Bedagai district, Karo and also the city of Tebing Tinggi. The criteria used are the level of road damage, daily traffic volume, economic factors (PAD), and land use. The results showed a difference in the weight of the criteria but had the same order of priority. The most influential criteria in handling roads using the AHP method are economic factors (0.548), followed by the level of road damage (0.253), traffic volume factors (0.146), and land use factors (0.053). The results of the AHP method are expected to be a more objective priority because of the consideration of feedback on the elements and clusters themselves.
