    Abstract
    The 2020 elections for the Regent and Deputy Regent in Siak Regency, particularly in the districts of Minas and Kandis, which are dominated by the Sakai ethnic community, experienced a significant increase in voter participation compared to previous periods. The Sakai ethnic community, which represents the majority in the region, played a crucial role in this improvement. Although the voter participation rate has not yet reached the target set by the Central Election Commission, this achievement demonstrates progress in promoting democracy in remote areas. The success of Siak Regency's Election Commission (KPU) in increasing voter participation is a positive step towards further enhancing voter engagement in future elections. This research observes how the Siak Regency's Election Commission (KPU) improved the participation of the Sakai ethnic community. A qualitative descriptive method is utilized to provide a detailed overview of the researched phenomenon. Data is collected through observation, document analysis, and then interpreted to understand the phenomena under study. Qualitative descriptive research is often employed to depict complex social phenomena and comprehend the ways these phenomena occur from the perspectives of the individuals involved. Siak Regency's KPU succeeded in increasing Sakai ethnic community voter participation through collaborative strategies and political outreach. Additionally, the increase in transmigration has altered the conditions of the Sakai ethnic community, making them more open to interact and adapt with other communities in the Sakai customary village.
