    Abstract
    This study aims to analyze the communication strategies planned by the Lcmd Office's Dispute Control and Handling Section in Lhokseumawe City in the process of handling land boundary disputes. It also aims to analyze the organizational communication dimensions and persuasive techniques used in this process. The theories and concepts involved in this research include communication strategies, organizational communication, and persuasive communication. This research adopts a qualitative approach with a case study method. Data collection techniques involve observation and interviews. The informants in this study are employees of the Land Office in Lhokseumawe City involved in the process of handling land boundary disputes. The research findings indicate that the communication strategy in handling land boundary disputes at the Land Office in Lhokseumawe City utilizes a caucus process, and the stages of handling land boundary disputes are related to the stages of the five-step communication planning model by Hafted Cangara. Communication dimensions are analyzed through internal and external communication. Internal communication occurs through vertical and group communication, involving communication between leaders and employees, conducted bidirectionally through meetings. Internal communication also occurs through horizontal and personal communication, involving communication among employees, conducted face-to-face or via telephone and WhatsApp messages. External communication is conducted through meetings, with the Land Office in Lhokseumawe City acting as a facilitator in the process of handling land boundary disputes. Meanwhile, the persuasive techniques used in the process of handling land boundary disputes are integration technique and fear arousal technique.
