This research aims to analyze the digital literacy skills of Islamic religious instructors who have additional duties as P3H in halal applications, then also to analyze the obstacles that occur and to analyze the phenomenon of delivering messages by Islamic religious instructors to snack business actors in the district. Serdang Bedagai. This research uses New Media theory by Denis McQuail. This research was conducted using a qualitative approach with phenomenological methods. The informants in this research were four people with the criteria of Islamic Religious Instructors who had been declared P3H (Halal Product Process Companion) and had issued a Halal Certificate in Serdang Bedagai Regency. Data collection was carried out using interviews and active participant observation. Data validity testing was carried out through triangulation. Barriers to extension communication in conducting outreach are semantic barriers due to differences in message delivery. The phenomenon that occurs when Islamic Religious Counselors who serve as P3H carry out activities in the field turns out that there are still many food business actors who do not know the registration procedures and other things related to the obligation to register the business actor's snack business products. The results of this research show that Islamic Religious Counselors have quite good digital literacy skills in order to deal with technological developments.
