Human resource development is vital for PT PLN (Persero) Unit Induk Wilayah Sumatera Utara. One of its indicators is employee engagement which, besides it can measure their performance it can also measure their satisfaction and commitment. The data of employee engagement score in the period of 2015-2019 indicated that it was below the BUMN Ministry's target of 84%. In order to encourage the establishment of employee engagement, the management has organizational culture development in the forms of employee gathering, giving appreciation, LIQUID, and COC. However, these programs are not able to establish strong organizational culture which causes its scores not to be in accordance with the target of BUMN Ministry. The research used path analysis. The result of the research showed that firm values had positive and significant influence on the establishment of employee engagement, company's cultural development program had positive and significant influence. on the establishment of employee engagement, company's cultural development program as moderating variable could moderate the influence of firm values on employee engagement at PT PLN (Persero) Unit Induk Wilayah Sumatera Utara. It is recommended that the management increase the quality and evaluation on company's cultural development program since there is still the lack of employee gathering program. It is also recommended that the next researchers analyze other variables such as leadership and motivation which influence employee engagement at PT PLN (Persero) Unit Induk Wilayah Sumatera Utara.
