Human resources always play an active and dominant role in every organizational activity, namely as a planner, actor and determinant in order to achieve the organizational goals. Organizational goals cannot be achieved without human active involvement, no matter how advanced the technology of the organization. Therefore, human resource management focuses on the aims to increase the employee’s contribution in the organization in order to achieve organizational goals. Employee performance is a result achieved by the employees regarding their work, which are determined based on certain criteria of a particular job. Employee performance affects organizational achievement. This research finds that the number of employees working in the Human Resources Development Agency of North Sumatera Province is below expectation. It is indicated that only small number of employees successfully have achieved excellence. The research aims to analyze the effects of word discipline, competence and organizational culture on employee performance at the Human Resources Development Agency of North Sumatera Province. The research employs quantitative methods and the research data are obtained from primary data and secondary data. Data is collected using by census sampling technique. Based on the research results. It concludes that work discipline has a significant effect on employee performance at Human Resources Development Agency of North Sumatera Province. In addition, competence has a significant effect on employee performance at the Human Resources Development Agency of North Sumatera Province. Furthermore, organizational culture has a significant effect on employee performance at the Human Resources Development Agency of North Sumatera Province. In addition, the result indicate that work discipline, competence and organizational culture simultaneously show a significant effect on the employee performance at the Human Resources Development Agency of North Sumatera Province.
