    Abstract
    One type of Regional Government agency service that is widely reported by the public is the Building Construction Permit (IMB) service. Building Construction Permit (IMB) is a permit issued by the local government to construct, repair, add to, change or renovate a building. Complicated processing of Building Construction Permits (IMB) does not only occur in Jakarta, but is also found in the city of Medan. People currently still find it complicated to take care of Building Construction Permits (IMB), apart from that the complicated and confusing administration makes some people ultimately lazy to take care of the IMB when they want to build a building or house. This research aims to find out and describe in detail the capacity of the One-Stop Integrated Investment and Licensing Services Service (DPMPTSP) in providing building construction permit (IMB) services in Tebing Tinggi City. The method used in this research is a qualitative descriptive research method. The informants in this research were the Head of the Licensing Services Division, Head of the Licensing Services Section, Licensing Members and the people of Tebing Tinggi City. Data collection techniques were carried out by means of interviews, observation and documentation. The data obtained was then analyzed qualitatively by examining all the data that had been collected and supported by the results of interviews with the Horton approach which looked at capacity through human resources, infrastructure, technology and finance; strategic leadership, program and process management; as well as relationships and cooperation with other parties. The results of the research show that the capacity of the One-Stop Integrated Investment and Licensing Services Service (DPMPTSP) in providing building construction permit (IMB) services in Tebing Tinggi City is still not optimal. This can be seen from the need to improve the quality of human resources; infrastructure, technology and financial resources are expected to be able to maintain facilities, strategic leadership has not been carried out optimally, programs and process management have not been effective and relationships and cooperation with other parties have not been able to maintain their relationships.
