Regional economic development lies in emphasizing development policies that are
based on regional characteristics by using the superior potential of the region to
stimulate increased activity and provide multiplier effect on other economic sectors.
This research aims to determine the superior economic potential of the Humbang
Hasundutan Regency and its development strategies, so that it can be used as
information and consideration in preparing economic development plans in the
Humbang Hasundutan Regency. This research was conducted in Humbang
Hasundutan Regency using Gross Regional Domestic Product (GRDP) of
Humbang Hasundutan Regency and North Sumatra Province 2013-2022 data
series. The analytical tools used in this research are Location Quotient (LQ), Shift
Share, Klassen Typology analysis and SWOT. The research shows that the superior
economic potential of the Humbang Hasundutan Regency is the Agriculture,
Forestry and Fisheries Sector, however the Differential Shift (Cij) has negative
value (- 252.60). Klassen Typology Analysis show the Agriculture, Forestry and
Fisheries Sectors are in the Quadrant II is an advanced but depressed sector where,
despite making a large contribution, the sector grow slowly. Strategy to develop the
superior potential is by increasing the production through intensification and
extensification by optimizing financial support and program synergy.
