    Abstract
    This research discusses the background to the founding of Sanggar Rowo, its development and ups and downs among painters in Tanjung Morawa. The purpose of this research is to explain the process of establishing Sanggar Rowo, the development of Sanggar Rowo which was influenced by the founder of Sanggar Rowo, the students, and the many artistic activities that were participated by the Sanggar Rowo and explained the ups and downs of the factors that led to the decline in the existence of Sanggar Rowo caused by internal and external factors of the Sanggar Rowo. The method used in this writing is a historical method with four stages, namely heuristics (data collection), source criticism (authenticity of data), interpretation (interpretation of data), and historiography (writing history). The results of this research show that Sanggar Rowo was established in 1989 after the decline in the activities of ASRI and SIMPASSRI arts institutions in the city of Medan and the concern of Muhammad Yatim for arts facilities, especially painting, which are still inadequate. The years 1990-2010 were a development phase for Sanggar Rowo because there were still many exhibitions attended by protage and the high level of painting orders received by Sanggar Rowo at that time, as well as painting support facilities provided by Sanggar Rowo for free. Sanggar Rowo played a major role in the development of painting, especially the realist and naturalist schools in Tanjung Morawa and Medan City. However, as time went by this development phase experienced an ups and downs phase where there was a decline in existence in 2012 due to internal factors, namely the founder of Sanggar Rowo who was getting older and his protage who were starting to be independent as well as the external factors of Sanggar Rowo, namely a decrease in purchasing power for paintings and a reduction in the level of painting lover.
