    Abstract
    This research discusses street crime in Medan City during the New Order era, from 1965-1998. This research aims to explain the situation of thuggery in Medan City before 1965, the development of thuggery in Medan City from 1965-1998, and the social impacts of the role of street thug groups on the people of Medan City as well as the efforts made to deal with the problem of thuggery in 1965- 1998. The research method used is the historical research method, with steps such as heuristics, criticism, interpretation, and historiography. Data was collected through observation, interviews, and literature study, by analyzing sources, such as books, previous research, and WASPADA newspaper archives. This research describes the development of street crime in Medan City from before 1965-1998. The results of the research show that thuggery in Medan has been known since the Dutch colonial era and has experienced development and changes in meaning over time. Initially, thugs were seen as fighters for indigenous rights against colonialism, but later their role changed to become part of the political and social dynamics during the New Order era. Thugism in that period included various forms of street violence such as theft, robbery, mugging, extortion, fraud, and others that were difficult to eradicate. Government efforts to deal with thuggery often involve violence and repression, which shows that thuggery is not just a crime problem, but also reflects broader social and economic conditions in society.
