Kinerja Dinas Kehutanan Provinsi Sumatera Utara dalam Pengawasan Hutan Mangrove Sicanang di Kelurahan Sicanang Kecamatan Medan Belawan

Abstract

The Forestry Service of North Sumatra Province has a function in implementing guidance, coordination, socialization, evaluation, supervision and control of social forestry and partnerships, extension and seeding, forest and land rehabilitation and management of watersheds. The performance of the Forestry Service of North Sumatra Province is considered less responsive to the needs of the community, namely the extension standards provided are still very minimal and far from the expectations of the community who want fair and equitable services. The research method used in this study is a descriptive research method with a qualitative approach. In conducting the research, the researcher conducted interviews, observations, and documentation to answer the research problems. In his research, the researcher used Agus Dwiyanto's organizational performance theory (2014: 178) which includes: Productivity, Service Quality, Responsiveness, Responsibility and Accountability. To check the validity of the data, source and technique triangulation techniques were used, namely comparing several sources and data collection techniques. From the results of the study on the performance of the North Sumatra provincial forestry service using responsiveness indicators regarding performance capabilities and how to maintain the performance capabilities of the North Sumatra provincial forestry service in supervising the Sicanang mangrove forest have not shown good performance results. The results of the study on the performance of the North Sumatra provincial forestry service in supervising the Sicanang mangrove forest using Responsibility indicators regarding the quality of performance and government response to public complaints about mangrove forest damage due to irresponsible community actions and the destruction of the mangrove forest ecosystem by littering have not gone well. It is recommended that the North Sumatra provincial forestry service be able to find the right solution in order to reduce the problem of destruction of the Sicanang mangrove forest ecosystem and issue effective regulations and penalties for perpetrators who deliberately damage the Sicanang mangrove forest ecosystem.
