dc.description.abstractSocial registry administration services is a form of public service that is crucial for the community in particular. On the other hand, social registry administration services are also source of problems such as maladministration and bureaucratic pathology. The Ministry of Home Affairs organizes programs in the field of public services, especially in the field of population administration in the form of District Integrated Administrative Services which aims to bring public services closer to the community, especially in secluded regions and far from the center of government. There are still people who remain unaware about this program and complains about the suboptimal service provided in its implementation still arise. This research aims to describe in detail the implementation of the District Integrated Administrative Services (PATEN) program in improving the quality of services at the Medan Perjuangan District Office. This research uses descriptive research methods with a qualitative approach. Data collection was carried out using interview techniques, observation and documentation related to the implementation of the District Integrated Administrative Services (PATEN) program in improving the quality of services at the Medan Perjuangan District Office. Data reduction, data presentation, and drawing conclusions are data analysis techniques used in this research. In addition, the author uses triangulation of data sources and methods to ensure the validity of the information. The results of research on the implementation of the PATEN program at the Medan Perjuangan District Office show that the policy implementers have understood the policy targets, namely the community of Medan Perjuangan District who need civilian registry administration services. In implementing PATENTS, the number of human resources available is still insufficient, especially for data recording personnel which affects the timeliness of services. To overcome this, the Medan Perjuangan District Office received additional workforce from other section units. The SOP used is the Medan City Dukcapil Disdukcapil SOP and does not use PATEN technical guidelines which should be in the form of Permendagri No. 4 of 2010 and influences clarity regarding services. The disposition or attitude of the implementers of this PATEN program can be described as quite sufficient, it can be seen from how the implementers positively welcomed and are committed to this program which proven by the implementation of an integrity and anti-extortion zone in the area where this PATEN program is implemented.en_US
