    Abstract
    Women are legal subjects who often receive discriminatory treatment. Based on data obtained from the Office of Women's Empowerment, Child Protection, Community Empowerment and Population Control and Family Planning (DP3APM) of Medan City, the highest cases of violence against women are in the form of physical violence that occurs in the household. This study aims to determine and analyze the Strategy of the Medan City Child Protection Women's Empowerment Office in dealing with violence against women in Medan City. The method in this research is qualitative with data collection techniques done through interviews, observation, and documentation. The data obtained were analyzed qualitatively with Geoff Mulgan's (2009) theoretical approach including goals, direction, action. The results of this study indicate that the Strategy of the Office of Women's Empowerment and Child Protection in Handling Violence Against Women in Medan City through socialization and the Molin and Torlin programs. In handling victims of violence against women, UPT PPA DP3APM Medan City has 6 services including community complaint services, victim outreach, case management, temporary shelter, mediation and assistance, but it has not run optimally. Because in its implementation there are still limitations such as budget and lack of human resources or employees specifically tasked with handling victims of violence against women.
