    Strategy of the Manpower Office in Increasing Employment Opportunities through Local Employment Relationships (AKL) in Pematang Siantar City

    Abstract
    Employment opportunities are jobs that are available for prospective workers who are in need of work. The existence of employment opportunities in a region will greatly open up opportunities for employment, such as opening up employment opportunities for local inter-workers (AKL) where this is the placement of workers between regencies / cities who work in one province. An increase in employment opportunities, especially for inter-local workers, will have a significant impact on reducing the unemployment rate and reducing the poverty rate in a region. Considering that until now, the high number of labor force while employment opportunities or the expansion of employment opportunities are still seen as ineffective. This study aims to describe in depth how the strategy of the Manpower Office in increasing employment opportunities through local inter- workers (AKL) in Pematang Siantar City. The research method used in this research is descriptive research method with a qualitative approach. Data collection techniques are carried out by means of interviews, observation, and documentation at the Office of the Manpower Office of Pematang Siantar City. All data obtained will be analyzed qualitatively with all the data that has been collected using the theory from Fred R. David (2019), namely Strategy Implementation with 3 variables including Strategy Development, Human Resource Allocation, Determining Budget Funds. Based on the research that has been conducted, it can be seen that the Pematang Siantar City Manpower Office has tried to provide the best solution by designing several programs to provide more job opportunities. In terms of strategy development, the Manpower Office has realized several work programs such as jobfair events that are held, competency-based training programs that are already running, and focusing on information about the labor market. From the analysis conducted, there are still some shortcomings where the government has not been consistent in running the program, then in the allocation of human resources the government has not been able to improve the quality of human resources, especially in Pematang Siantar City. Then, determining the budget for government funds has not been effective in determining the right budget for funds so that there are still limited funds and the implementation of the program is less effective.
