Strategi Pengembangan Agribisnis Tembakau Rakyat di Kecamatan Sumbul Kabupaten Dairi

Abstract

Tobacco is one of the plantation commodities widely managed by farmers, has a fairly high place, and is highly regarded in the international market. Sumbul District is one of the areas with production and has the largest tobacco farming land in Dairi Regency. The productivity of tobacco plants in Indonesia increases every year. However, the positive growth in people's tobacco production is not in line with improvements in quality. This happens because of the lack of understanding of tobacco farmers in cultivating this plant, causing low tobacco quality. This quality discrepancy is caused by using seeds that do not meet the requirements, inappropriate cultivation, and less clean treatment in chopped tobacco. This research aims to describe the conditions of agribusiness and formulate strategies for developing people's tobacco agribusiness in Sumbul District. The methods used in this research are qualitative and quantitative methods which include: descriptive analysis to provide an overview of the implementation of the tobacco agribusiness system, farming analysis, IFAS and EFAS matrix analysis, and SWOT analysis to develop agribusiness development strategies. The results of the research show that the condition of the tobacco agribusiness in Sumbul District is not running well because there is no procurement for certified seeds and the community has not utilized the supporting services subsystem such as financial institutions for capital. In the farming subsystem, tobacco cultivation is feasible with an R/C value of 2.61. The strategy obtained to develop tobacco agribusiness in Sumbul District is the Aggressive Strategy (Growth Oriented Strategy), namely a strategy that uses existing strengths and takes advantage of existing opportunities.
