    Abstract
    Stunting describes the existence of chronic nutritional problems, influenced by the condition of the mother, fetus, infant, and toddler. Stunting has an impact on growth failure in toddlers due to chronic malnutrition so that the child's body is too short for his age. The number of nutritional problems must be addressed immediately because it can slow down growth and development in children. One effort to overcome the problem of malnutrition in stunted children is the Supplementary Feeding Program. In Tanjung Morawa District, the implementation of the Supplementary Feeding Program was found to still have several problems in running the program. Such as the lack of transportation for mobile nutrition counseling to prevent stunting, external problems, namely uncontrolled village funds in the Tanjung Morawa Health Center work area, health centers that have not yet coordinated with non-governmental organizations (NGOs), academics, and professional organizations in the context of providing food, lack of human resources in running the Supplementary Feeding program, not routinely holding educational socialization. Tanjung Morawa Health Center, as a sub-district-level public health system, must have a role in running the Supplementary Feeding program so that the stunting rate can decrease. The research method used in this study is descriptive research with a qualitative approach. Data collection was carried out using interview, observation and documentation techniques. Data obtained from the field were analyzed qualitatively using the Jim Ife and Frank Tesoriero theory approach which includes four indicators, namely Facilitative Role, Educational Role, Representative Role and Technical Role. The results of the study indicate that the Tanjung Morawa Health Center has implemented a supplementary feeding program to reduce stunting rates quite well. Based on the analysis conducted by the author using the Jim Ife and Frank Tesoriero theory (2014). That seen from the Facilitative role there are still several obstacles that are faced so that the role is not optimal, in the educational role it has been maximized but the challenges in facing and inviting the community have not been fully successful and when viewed from the technical role, the Tanjung Morawa Health Center has carried out this role but there are still obstacles so that this role is not optimal.
