    Abstract
    Waste remains one of the major challenges in environmental management that is still difficult to resolve. One solution that has been implemented to tackle this issue is the establishment of waste banks. Waste banks are an effort to manage waste that has long been a challenge, accelerating the reduction of waste accumulation, reducing the amount of waste disposed of in landfills, and increasing awareness of cleanliness and responsibility towards the environment. In Toba Regency, one of the government’s efforts to address the waste problem is through the establishment of Bank Sampah Tarhilala. The establishment of this waste bank is a result of collaboration between the Toba regency government and PT Solusi Rahayu Indonesia. This research aims to describe the collaboration in handling waste accumulation through the establishment of Bank Sampah Tarhilala in Toba regency, as well as the supporting and inhibiting factors. This research was conducted using a descriptive method with a qualitative approach. Data collection was carried out through interviews, observations, and documentation techniques conducted at the Toba Regency environmental office, Bank Sampah Tarhilala, and the surrounding areas of Toba Regency. The data analysis was conducted using the collaborative governance theory of Cris Ansell and Alison Gash with three indicators: stakeholder involvement, communication and coordination, and collaboration outcomes. The results of the research indicate that the collaboration in handling waste accumulation through the establishment of Bank Sampah Tarhilala in Toba Regency has been running well in several aspects, such as actor involvement through active community participation and government support, as well as communication among the involved actors. However, there are still shortcomings in community participation to maintain environmental cleanliness, a lack of resources in waste management, and suboptimal coordination among the involved actors. The result also shows that the success of the collaboration is greatly influenced by active participation from the involved actors, communication, and a shared commitment to achieving sustainable waste management goals.
