    Abstract
    This research aims to evaluate the performance of the National Land Agency (BPN) in the Comprehensive Systematic Land Registration (PTSL) in North Tapanuli Regency. The study is expected to provide insights for improving PTSL services in North Tapanuli. Identified issues include unregistered land, a lack of public knowledge about the PTSL program, and uneven implementation of PTSL in the region. The research method used is descriptive with a qualitative approach, involving interviews, observations, documentation, and literature studies. Data were analyzed based on Dwiyanto's (2014) performance theory, which includes five indicators: productivity, service quality, responsiveness, responsibility, and accountability. The results indicate that the performance of the National Land Agency of North Tapanuli in PTSL, in terms of productivity, has fluctuated with the achievement of certificate targets in 2019, 2021, and 2022. However, a significant decline occurred in 2020 due to the Covid-19 pandemic, and targets were not met in 2023. Service quality shows that certificate issuance often exceeds the expected timeframe due to staff shortages. In terms of responsiveness, BPN has made efforts to improve public understanding through socialization and complaint channels. Regarding responsibility, PTSL services comply with regulations, but there is still a need for improvement in timeliness. Accountability shows that periodic evaluations are conducted to enhance performance. Recommendations include evaluating hindering factors, additional staff recruitment, utilizing information technology, and collaborating with village governments to expedite land registration processes.
