    Abstract
    This thesis is motivated by the pattern of relations between the DPRD and regional heads (Case Study: ASN Mutations for the Mayor of Pematangsiantar 2022). The relationship of authority between the Regional People's Representative Council (DPRD) and the Regional Head according to this law is referred to by a scholar as a "new paradigm" namely the democratization of regional government administration, and the leadership of the executive body (Regional Head) and the existence of the authority of the Regional People's Representative Council (DPRD) to propose the dismissal of a regional head based on certain conditions and reasons. The Regional People's Representative Council (DPRD) and the Regional Head have a partnership relationship where the Regional People's Representative Council (DPRD) acts as a working partner for the regional government in making policies for implementing regional autonomy in accordance with their respective duties and functions. The Regional People's Representative Council (DPRD) also has a supervisory function as a balance of power for Regional Heads to prevent abuse of power in carrying out their duties. As happened in Pematangsiantar City, the relationship between the Regional People's Representative Council (DPRD) and the Mayor was not good, because the Mayor of Pematangsiantar City was considered to be abusing his authority because after being inaugurated, the Mayor of Pematangsianar City mutated 88 ASN members. This results in an unharmonious relationship between the Regional People's Representative Council (DPRD) and the Mayor in Pematangsiantar City. This research uses a qualitative descriptive method, namely research that has the aim of presenting facts and events systematically and accurately and analyzing the facts according to data obtained from the field. The data collection technique in this research is the Interview Technique. Based on the results of the research and discussion, the relationship pattern between the Regional People's Representative Council (DPRD) and the Mayor as Regional Head is very important to discuss because every relationship must have conflict, for this reason it is necessary to build good relations and relations between the Regional People's Representative Council and the Mayor to reduce conflict. . Communication is one means of restoring harmony between the Regional People's Representative Council and the Mayor.
