    Abstract
    This thesis is motivated by the fact that street vendors in the Petisah Market area were chosen as the research area because the Street Vendors (PKL) area was once again experiencing chaos. Street vendors (PKL), who are generally poor people, require them to survive in conditions that require attention, with so many obstacles that must be faced, including lack of capital, uncertain places to sell, then added with various regulations such as the existence of regional regulations that prohibit the existence of street vendors (PKL). they. This research uses a qualitative descriptive method, namely research that aims to present facts and events systematically and accurately and analyze their truth based on data obtained in the field. Data collection techniques in this research are interview techniques and library research. Based on the results of research and discussions, it is proven that street vendors in Medan Petisah District have a strategic role in supporting efforts to develop street vendors carried out by the Medan City Government as a stakeholder. Through its role as a mediator, training provider, internal manager, and advocate for the rights of street vendors, the association can help strengthen the position of street vendors while supporting government programs in organizing and empowering street vendors. Apart from that, there are several supporting factors in the Medan city government's efforts to foster street vendors in Medan Petisah District, including government policies that are pro-PKL, getting support from the surrounding area, apart from supporting factors there are also inhibiting factors including, namely, closed legal awareness and legality. , restrictions on infrastructure and facilities, as well as low coordination between the government and street vendors.
