    Abstract
    The implementation of healthcare services using the home visit method began in 2020 in the city of Medan, one of which was carried out by the Padang Bulan Selayang II Public Health Center (Puskesmas). Due to numerous complaints from the community regarding inadequate healthcare services, an evaluation of this program's implementation is necessary. This study aims to evaluate the healthcare service program using the home visit method at the Padang Bulan Selayang II Public Health Center. This research is a descriptive qualitative study using the in-depth interview method. Data collection was conducted through interviews, observations, and documentation. The data were collected and analyzed qualitatively using Bridgman and Davis' Program Evaluation Theory, which includes input, process, output, and impact evaluation. To ensure the validity of the data, the researchers focused on comparing observational data with interview results. The findings of this study indicate that healthcare services using the home visit method have not been optimally implemented. The implementation of healthcare services with the home visit method at the Padang Bulan Selayang II Public Health Center is considered good but not yet optimal. While several aspects, such as the program's target, outputs, and outcomes, have been achieved satisfactorily, there are still areas that require improvement. These include the implementation process of the home visit program, which faces obstacles, and changing the community's mindset from a "sickness paradigm" to a "health paradigm." Based on the study's findings, it is recommended that the Padang Bulan Selayang II Public Health Center increase the number of staff so that the services provided can be maximally perceived by the community. Furthermore, the center should enhance program socialization and maintain intensive communication with the community to raise awareness of improving health through the home visit program.
